Democratic legislative leaders plan to use a series of legal maneuvers to raise Californians' gas, sales and income taxes over the objection of Republican lawmakers, who have blocked such proposals in the past.Under the Democrats' plan, sales taxes would increase by 3/4 of a cent. Gas taxes would go up by 13.5 cts; 2.5% surcharge on income tax.
